Most healthcare providers recognize that there is a need for medical waste removal, however, not all understand the regulations which govern the process. Both Occupational Safety and Health Administration (OSHA) and Department of Transportation (DOT) mandate that Regulated Medical Waste (RMW) be packaged properly to ensure that employees and the community are safe from potential exposures.

Under DOT regulations 49 CFR 173.134 RMW is considered a hazardous material and is defined as:
Waste or reusable material containing or suspected of containing an infectious substance in Risk Groups 2 or 3. RMW is generated in the diagnosis, treatment, or immunization of human beings or animals; research on the diagnosis, treatment, or immunization of human beings or animals; or the production or the testing of biological products.
